My best guess is that it’s about hugging Russia close to separate them from China, tough on the Europeans but as Cheney or Rumsfeld said in 2003, they don’t like the Old Europe in the west much nicer the new guys bordering Russia, shake the Old EU up a bit and make ‘em respect us.
